AMENDING PROCLAMATION NO. 23, DATED NOVEMBER 26, 1945, BY CHANGING THE DATE OF THE COMMENCEMENT OF THE SPECIAL

SESSION OF THE CONGRESS OF THE PHILIPPINES

SET ‘THEREUNDER

WHEREAS, by virtue of Proclamation No. 23, dated November 26, i945, the Congress of the Philippines has peen called in special session for a period of three days commencing on the third day of December, 1945, at 4:00 ‘e'clock in the afternoon, for the purpose of enacting le- gislation fixing the date of the election for naticnal offices to be held not later than April 30, 1946, and. making the necessary provisions to that effect; and

WHEREAS, a majority of the members of the Senate necessary to constitute a quormm to do business is not available on this date due to difficulties of communica- tion and transportation from their respective residences,

NOW, THEREFORE, I, SERGIO OSMENA, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby amend Proclamation No. 23, dated November 26, 1945, and fix Decenber 6, 1945, at 4:00 ofclock in the afternoon, as the commencement of the three-day.spe-: eial session of the Congress of the Philippines called there- under.

All persons entitled to sit as members of the Congress of the Philippines are requested to take notice of this Pro- Clamation. —
