BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 57

DECLARING THE PERIOD FROM SEPTEMBER 24 TO 30, 2002 AND EVERY YEAR THEREAFTER AS “URBAN DEVELOPMENT WEEK” THROUGHOUT THE COUNTRY

WHEREAS, Republic Act No. 7160, otherwise known as the Local Government Code of 1991, has mandated all Local Government Units (LGUs) to prepare their respective Comprehensive Land Use Plans (CLUP) enacted through zoning ordinances which shall be the primary and dominant bases for the future use of land resources;

WHEREAS, since the effectivity of RA 7160 on January 1, 1992, full compliance has not been achieved inasmuch as there are still many LGU’s which have not completed or updated their CLUP’s despite the many circulars and extensions;

WHEREAS, it is now necessary to create national awareness to arouse every concerned LGU to the seriousness and importance of urban planning and development through the adoption of Comprehensive Land Use Plans which will serve as framework guide and locational dimensions for investments to promote local economic growth.

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the period from September 24 to 30, 2002 and every year there- after as “Urban Development Week” throughout the country.

The Department of the Interior and Local Government is hereby directed to issue the appropriate circulars in the implementation of this

Proclamation.
