BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 259

DECLARING THE PERIOD FROM JANUARY 25 TO FEBRUARY 1, 2003 AND EVERY YEAR THEREAFTER AS LAND REGISTRATION CONSCIOUSNESS WEEK

WHEREAS, by virtue of Act 496, otherwise known as the Land Registration Act, which took effect on February 1, 1903, the Torrens System of Land Registration was adopted in the Philippines, wherein titles recorded became absolute, indefeasible and imprescriptible;

WHEREAS, such judicial and administrative method of land regis- tration has grown tremendously and gained strength in the last one hundred (100) years;

WHEREAS, the Land Registration Authority (LRA), an attached agency of the Department of Justice (DOJ), is primarily tasked to protect the integrity of the Torrens System, and it has gained the confidence reposed upon it by the registering public; and

WHEREAS, for purposes of promoting continuous public support, and seeking the cooperation and vigilance of the judicial and quasi-judicial branches of the government and the Registries of Deeds, there is an urgent need to highlight the benefits derived therefrom,

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare:

Section 1. January 25 to February 1, 2003 and every year there- after, shall be observed and celebrated as LAND REGISTRATION CONSCIOUSNESS WEEK, to recognize the primary tasks and objectives of the Land Registration Authority (LRA) and to encourage public support nationwide, by bringing all unregistered lands under the Torrens System as an effective instrument in the equitable distribution of wealth and attainment of economic progress.

Section 2. All concerned are enjoined to observe LAND REGISTRATION CONSCIOUSNESS WEEK with appropriate ceremonies to commemorate the Centennial Birth of the Torrens Titling System in their respective areas.

Section 3. All expenses necessary for the implementation of this Proclamation shall be charged against the income of the Land Registration Authority authorized under Sections 111, 113 and 116 of Presidential Decree No. 1529.

Section 4. This Proclamation shall take effect immediately.
