• MALACANANG Manila BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION No.262 DECLARING THE PERIOD FROM SEPTEMBER 22 TO 28 OF EVERY YEAR AS WENCESLAO Q. VINZONS, SR. WEEK IN THE PROVINCE OF CAMARINES NORTE WHEREAS, Tuesday, September 28, 1993, marks the anni- versary of the birth of the late Wenceslao Q. Vinzons, Sr., hero and martyr, Provincial Governor, delegate to the 1934 Constitutional Convention and Congressman for the province of Camarines Nortei WHEREAS, the people of Camarines Norte, the province of his birth, desire to celebrate his birthday with appro- priate ceremonies; NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me bylaw, do hereby declare the period from September 22 to 28of every year as Wenceslao Q.
