PROCLAMATION NO. 265

DECLARING FRIDAY, SEPTEMBER 20, 2002, AS A SPECIAL NON- WORKING DAY IN THE PROVINCE OF ILOCOS NORTE AND

IN LAOAG CITY

WHEREAS, Josefa Llanes Escoda is considered as one of the country’s most outstanding Filipino women who championed the cause of the civil and social services and was the Founder of the Girl Scouts of

the Philippines;

WHEREAS, Friday, September 20, 2002, marks the 104t* birth anniversary of the late Josefa Llanes Escoda;

WHEREAS, to memorialize her heroic exploits and Girl Scouting ideals which she passed on as legacy to the young girls of the Philippines, it is but fitting and proper to give the people of the Province of Ilocos Norte and Laoag City full opportunity to celebrate the day with appropriate tributes and ceremonies.

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, by virtue of the power vested in me in Book I, Chapter 7, Section 27, of the Administrative Code of 1987, do hereby declare Friday, September 20, 2002, as a special non-working day in the Province of Ilocos Norte and in Laoag City.
