WHEREAS.. the National Government recognizes that. the observance of. a world: day for overcoming extreme poverty provides an opportunity for the very poor to be heard and, for all people to, be united with them.. NOW. THEREFORE. I, FIDEL V. RAMOS.. President of the Philippines. by virtue of the powers vested in me by law, do hereby declare October 17 of every year as the National Day for Overcoming Extreme Poverty ift observance of the ""World Day for Overcoming Extreme Poverty". .. All. government. agencies.. non-government. organizations.. mass media.. sectoral grou ps.. and indiViduals are hereby enjoined to organize actiVities to mark this day... especially to pay homage to the suffering and struggle of the poorest people, and to search together for ways to work in partnership with the poor towards overcoming their poverty.
