AMENDING PROCLAMATION NO. 1895, BY. AUTHORIZING THE SCIENCE PROMOTION INSTITUTE OF THE NATIONAL SCIENCE AND TECHNOLOGY ‘AUTHORITY AND THE MINISTRY OF EDUCATION, CULTURE AND SPORTS IN COORDINATION WITH THE PHILIPPINE SOCIETY OF YOUTH SCIENCE CLUBS, ING. THE SCIENCE CLUB ADVISERS ASSOCIATION OF, THE PHILIPPINES: INC., AND THE PHILIPPINE ASSOCIATION OF SCIENCE AND MATH SUPERVISORS, INC., TO IMPLEMENT PLANS AND ACTIVITIES FOR THE CELEBRATION OF SEPTEMBER OF EVERY YEAR AS NATIONAL SCIENCE CLUB MONTH .

WHEREAS, Proclamation No. 1895 was issued on 4 September 1979 declaring September as National Science Club Month and authorizing\the former €cience Foundation of the Philippines in coordination with the Philippine Society of Youth Science Clubs, Inc., ‘and the Science Club Advisers Association of the Philippines to implement plans and activities for the same;

WHEREAS, pursuant to Executive Order No. 784, the Science Foundation of the Philippines was abolished and in its place was created the Science Promotion Institute, | an organic agency of-the National Science and Technology Authority which is charged with the responsibility of promo- ting public consciousness on science and technology through- out the country;

WHEREAS, it is necessary and appropriate to recognize. the Ministry of Education, Culture and Sports and the Philippine Association of Science and Math Supervisors, Inc., as active partners in the planning and implementation of activities pertaining to the Proclamation;

WHEREAS, the youth, considered as valuable human resource has been ..identified as the most instrumental population group for the promotion of science consciousness, public understanding and efficient utilization of the results of research and development on science and technology to the country particularly at the grassroats levels;

WHEREAS, the Science Clubs and Societies could be the most effective vehicles in developing a science-conscious citizenry through their various experiential and participative activities for the youth which help instill in the Filipino a deep commitment to science and technology as a pre-condi- tion to economic development and growth»

NOW, THEREFORE,, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law do hereby authorize the Science Promotion Institute of the National Science and Technology Authority and the Ministry of Education, Culture and Sports’ in coordination with the Philippine Society of Youth Science Clubs, Inc., the Science Clubs Association of the Philippines, Inc. . and the Philippine Association of Science and Math Super- visors, Imc., to implement plans and activities for the celebration of September as National Science Club Month.

IN WITNESS WHEREOF, I hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.

29 July 1986 FOR : ‘THE EXECUTIVE SECRETARY THRU {HE DEPUTY EXECUTIVE SECRETARY FROM : HE EXECUTIVE DIRECTOR ~ PRESIDENTIAL MANAGEMENT STAFF SUBJECT DRAFT PROCLAMATION AMENDING PROCLAMATION NO. 1895

The National Executive Conmittee for this year's celebration of September as National Science Club Month, of which I have been designated Chairman, proposes the amendment of Proclamation No. 1895.

The proclamation, dated September 4, 1979, declared September of every year as National Science Club Month (NSCM) and authorized the former Science Foundation of the Philippines (SFP) in coordination with the Philippine Society of Youth Science Clubs, Inc. (PSYSC), and the Science Club Advisers' Association of the Philippines im (SCAAP) to implement plans and activities for the same.

The amendment seeks to recognize the active participation of the Ministry of Education, Culture and Sports (MECS) and the Philippine Science and Math Supervisors Association, Inc. in the annual cele- bration and also to take note of the organizational change in the Science Promotion Institute (SPI) of the National Science and : Technology Authority (NSTA) from the former SFP. _

The celebration has been scheduled in September of every yeay after the science clubs in the various elementary, high school and college levels (numbering about 2,000 with an estimated total membership

of 200,000) shall have organized themselves and began planning and implementing their club activities. The NSCM celebration with the corresponding theme chosen for the year sets the tone for these activities.

The nationwide observance of the National Science Club Month is in line with the promotional thrusts of SPI under the NSTA:

1. to raise the level of science consciousness and participation of the general public particularly the youth in science clubbing;

to sustain efforts in molding future leaders of the country in science and technology;

to institutionalize science clubbing as a vehicle for making science and technology application a way of life; and

to give due recognition to outstanding achievers in science clubbing from among the science club members, science club advisers and science and math supervisors.

Attached is the draft proclamation for the Executive Secretary' s . consideration.
