BY THE PRESIDENT OF THE PHILIPPINES PROCLAMTION NO. 28 DECLARING MONDAY, AUGUST 31, 1992, AS A SPECIAL DAY IN THE PROVINCE OF ZAMBALES WHEREAS, Monday, August 31, 1992, marks the 85th birth anniversary of Ramon F. Magsaysay, the 3rd President of the Republic of the Philippines; WHEREAS, it is but fitting and proper that at least the people of his birthplace be afforded full opportunity to celebrate his birthday with appropriate ceremonies; NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by Book I, Chapter 7, Section 27, of the Revised Administrative Code of 1987, do hereby declare Monday, August 31, 1992, as a special day in the Province of Zamba1es. set my hand and Philippines to be IN WITNESS WHEREOF, I have hereunto caused the seal of the Republic of theaffixed.
