-- MALACANANG Manila BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 283 AUTHORIZING THE FOUNDATION MEMBERSHIP, YEAR CHILDREN'S MUSEUM AND LIBRARY, INC., TO CONDUCT A NATIONAL EDUCATIONAL, AND FUND CAMPAIGN FOR A PERIOD OF ONE (1) WHEREAS, the promotion of the well-being of our children and their development into good and useful citizens and enlightened leaders of our country are vital concerns to society and all efforts should thus be exerted in thatdirection; WHEREAS, civic projects for the development of the latent capabilities of our children and youth and the provision of proper facilities for such development should beencouraged; WHEREAS, the CHILDREN'S MUSEUM AND LIBRARY, INC. (CMLI)FOUNDATION, a non-stock and non-profit civic foundation, is carrying out a program with objectives geat"ed to these ends; and WHEREAS, only the unqualified moral and financial support of the entire nation can boost'the coordinated efforts of the government and the CHILDREN'S MUSEUM ANDLIBRARY, INC. (CMLI) FOUNDATION for the moral development of the children and youth. NOW, THEREFORE, I, FIDEL V. RAMOS, President of thePhilippines, by virtue of the powers vested in me by law, do hereby authorize the Children's Museum and Library, Inc. Foundation to conduct a national educational, membership, and fund campaign for a period of one (1) year effective upon the promulgation of this Proclamation.
