rJ1 F IJ 7.r""~ - MALACANANG Manila BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 284 DECLARING THE ADOPTION AND IMPLEMENTATION OF THE INTEGRATED CAPABILITY BUILDING PROGRAM (ICBP) FOR LOCAL GOVERNMENT UNITS WHEREAS, the Local Government Code of 1991 provided for the granting of broader powers, authority, responsibilities, and resources for speedy development in order to transform the countryside into vibrant and productive communities~ WHEREAS, the local government units, in order to be able to respond to the imperatives of the Local Government Code, should be supported in the development of their capabilities to manage available resources and to assume greaterresponsibilities: WHEREAS, the Department of the Interior and LocalGovernment, through the Local Government Academy (LGA), is mandated to strengthen the capability of local government units to attain peaceful, self-reliant, -and progressivecommunities; WHEREAS, the DILG, through the LGA and in coordination with NGAs and NGOs engaged in LGU capability building, has developed a three-year Integrated Capability Building Program (ICBP); WHEREAS, the Integrated Capability Building Program is a multi-disciplinary approach to enhancing local government competencies in governance, people's participation, and service delivery: WHEREAS, the ICBP has been reviewed and approved by the Board of Trustees of LGA and the Executive Committee of DILG. NOW, THEREFORE, I, FIDEL V. RAMOS, President of thePhilippines, by virtue of the powers vested in me by law, do hereby proclaim the adoption and implementation of the Integrated Capability Building Program for local governments.
