rnpAJ ((,D .- MAACANANG Manila BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO.286 DECLARING TUESDAY, NOVEMBER THROUGHOUT THE COUNTRY 2, 1993, AS A SPECIAL DAY All Saints' Day, which falls on a Monday, November 1, Nationwide WHEREAS, Special Day, is a 1993; WHEREAS, Tuesday, November 2, 1993, may be declared as a special day without prejudice to the public service to enable the people to go to the provinces to pay their respects to their departed relatives; NOW, THEREFORE, I, FIDEL V. RAMOS, President of thePhilippines, by virtue of the powers vested in me by law, do hereby declare Tuesday, November 2, 1993, as a special day throughout the country.
