PROCLAMATION NO. 294

DECLARING THE PERIOD FROM 29 AUGUST TO 4 SEPTEMBER OF

EVERY YEAR AS “HUMAN SURVIVAL: POPULATION AND DEVELOPMENT WEEK".

WHEREAS, Section 9, Article TT, @£f the Constitution provides that "The State shall promote a just and dynamic social order that will ensure the Prosperity and independence of the nation and free the people from poverty through policiés that provide adequate social! services, promote full employment, a rising standard of livang and an improved quality of Life for all";

WHEREAS, the Filipino nation now at the Crossroads of history faces great problems as it adjyusts its gaals, approaches and institutions toward national reconstruction, recovery and human progress;

WHEREAS, these problems threaten the day by day Survival of the most vulnerable among Gur pepulution - the large number of women and children that would be denied of their human right te health care, nutrition, Knowledqe and

education, and better access to economic and social appor- tunities;

WHEREAS, underscoring these problems is the pace of Our population growth and that of our capability to provide for our women and children which depends toa large measure on how we meet our population challenge; and

WHEREAS, there is need to promote greater national concern and responsibility to avoid the human suffering and damage brought about by these prablems;

NOW, THEREFORE, 1, CORAZON «. AQUING, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the period from 29 August to 4 September of every year as "Human Survival: Population Development Week", under the auspices of the Population Commission and ether involved organizations.
