WHEREAS the Chairman of the National Disaster Coordinating Council recommended the declaration of a state of public calamity in the aforesaid provinces~ including the chartered cities therein, which are affected by drought; WHEREAS, per report of the Department of Agriculture on the extent of damages to agricultural production dated May 27, 1992. r the estimated opportunity loss incurred by the drought-stricken provinces, specifically in the Visayas and Mindanao areas, has amounted to more, than P4 billion; and WHEREAS, there is an urgent need to declare the exi<;tence of a state of public calamity in said areas to ensure the imple- mentation of emergency measures for the welfare of the people in the affected provinces and cities.
