BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 312 DECLARING METRO MANILA AS THE COVERAGE OF POOK BATAYAN

WHEREAS, the Metro Manila Traffic Improvement Plan has been adopted as a program of the Government towards an efficient and effective traffic management in Metro Manila;

WHEREAS, the Plan provides for the implementation of a project to be called POOK BATAYAN (Batas-Gabay sa Kamaynilaan) for the purpose of ensuring strict and efficient traffic enforcement in Metro Manila;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby proclaim Metro Manila as the coverage of POOK BATAYAN. To this end, the following shall be the initial batch of areas to be covered by the project, with each to be referred to as a Pook Batayan:

The project will commence on September 1, 1988. The Metropolitan Police Force (MPF), the Metro Manila Commission (MMC) and ABS-CBN shall compose a three-man Executive Committee to coordinate project implementation.

The subsequent batches of Pook Batayan shall he determined and declared by the Executive Committee for POOK BATAYAN.

As part of the project, each Pook Batayan shall be supported by volunteer private business firms or executives, in areas such as the setting up of appropriate mechanisms to allow the public wider access to traffic authorities and facilitate resolution cf complaints/cases, and providing incentives to deserving zones and enforcers. On top of these, the private business firms involved shall assist in supervising and administering the monitoring and evaluation of the zones and the enforcers under the project.

I call upon all concerned departments, agencies or instrumentalities of the government and the private sector to ensure the implementation of this Proclemation in a synchronized and integrated manner.
