PROCLAMATION NO. 316

DECLARING WEDNESDAY, 20 SEPTEMBER 2023, A SPECIAL (NON- WORKING) DAY IN THE PROVINCE OF ILOCOS NORTE

WHEREAS, Josefa Llanes Escoda, founder of the Girl Scouts of the Philippines was born in Dingras, Ilocos Norte on 20 September 1898;

WHEREAS, on 20 September 2023, Wednesday, the Province of Ilocos Norte will commemorate the birth anniversary of Josefa Llanes Escoda;

WHEREAS, it is but fitting and proper that the people of the Province of Ilocos Norte be given full opportunity to participate in the occasion and enjoy the celebration;

NOW, THEREFORE, I, LUCAS P. BERSAMIN, Executive Secretary, by authority of the President, FERDINAND R. MARCOS, JR., do hereby declare Wednesday, 20 September 2023, a special (non-working) day in the Province of Ilocos Norte.
