WHEREAS, General Francisco Makabulos was one of the outstanding Filipino generals in the revolutionery wars against Spain and the United States; and

WHEREAS, the people of Tarinc, his birthplace, should be given full opportunity to celebrate his 116th oirtnday anniversary on wednesday, September 16, 1986, with appro- priate ceremonies;

NOW, THEREFORE, I, CORAZON C. AQUINC, President of the Philippines, by virtue of the powers vested in me by law, do hereby deciare Wednesday, September 17, 1986, as a non-working special public holiday in the province of Tarlac. 2
