DECLARING FRIDAY, MARCH 21, 2003, AS A SPECIAL DAY IN THE CITY OF VICTORIAS, NEGROS OCCIDENTAL
WHEREAS, Friday, March 21, 2003, marks the 5'" Charter Day anniversary of the City of Victorias into a component city of Negros Occidental;
WHEREAS, it is fitting and proper that the people of the City of Victorias be given full opportunity to celebrate this milestone in their city's history with appropriate ceremonies.
NOW, THEREFORE, |, ALBERTO G. ROMULO, Executive Secretary, by order of Her Excellency, GLORIA MACAPAGAL-ARROYO, do hereby
declare Friday, March 21, 2003, as a special day in the City of Victorias, Negros Occidental.
