DECLARING TUESDAY, FEBRUARY 25, 2003, AS A SPECIAL NATIONAL HOLIDAY

WHEREAS, Tuesday, February 25, 2003, marks the 17" anniversary of the February 22 to 25, 1986 EDSA People Power Revolution;

WHEREAS, the EDSA People Power Revolution restored our democratic institutions and ushered in meaningful political, social and economic reforms in the country;

WHEREAS, it is fitting that the people of the Philippines be given full opportunity to honor the memory of the EDSA People Power Revolution with appropriate ceremonies.

NOW, THEREFORE, |, ALBERTO G. ROMULO, Executive Secretary, by order of Her Excellency, GLORIA MACAPAGAL-ARROYO, do hereby declare Tuesday, February 25, 2003, as a special national holiday.
