.MALACANAN(; Manila /llFU q; 4 BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO.336 DECLARING THE PERIOD FROM FESRUARY 21 TO 25, "TECHNOLOGY FOR SUSTAINABLE LIVELIHOOD WEEK" 1994 AS WHEREAS, it is the goal of this government th~ vision of Philippines 2000, a vision for Philippines and for an improved quality of life Filipinos a-t the turn of the century; - to attain a better for all WHEREAS, this vision of development' is anchored on the twin strategies of global excellence and people empowerment: towards achieving economic sufficiency and development of local industries, and of building people's capabilities and improving their access to development and productive re- sources, especially by the poor and marginalized sectors; WHEREAS, in order to attain this vision, the government shall continue to facilitate the transfer of technology that would enhance skills, optimize productivitiy, and accelerate modernization in agriculture and industry, as well -.as provide livelihood opportunities that are appropriate to the people's skills and needs; WHEREAS, the government supports the view that liveli- hood to become sustainable should be coupled with the intro- duction- and use of appropriate technologies; WHEREAS, on February 22 and 23, 1994, the First National Convention on Technology for Sustainable Livelihood shall be held under the auspices of the Technology and Livelihood Re- source Center. Participating are exporters and small and medium enterprises, rice producers and other agro-industrial entrepreneurs, condui.c lending groups, such as non-government organizations and cooperatives, local government units, and training beneficiaries, providing a venue for thc exchange of ideas and experiences and acquiring feedback on governmentpolicies. NOW, THEREFORE, I, FIDEL V.
