MA[,AGANIANQ Manila BY THE PRESIDENT OF TFIE PHILIPPINES -g PROCLAMATION NO. 3'+' RESERVING FOR THE USE OF THE PHILIPPINE NATIONAL POLICE A . PORTION OF THE UNDIVIDED PARCEL OF LAND IN CAMP,PANOPIO AND DECLARING PORTIONS THEREOF AVAILABLE FOR" , DEVELOPMENT AND DISPOSITION WHEREAS, the Govetrunent of the Republic of the Pirilippines is the registered" owner of a parcel of land situated in Quezon City covered by Transfer Certificate of Title(TCT) No' 7579 of the Registry of Deeds for Quezon City (the "property,,), contailing a, area of 18,715 squal.e meters, more or less; WHEREAS, the Philippine National police (pNp) is in effective possession andcontrol of the property where Camp panopio is located; WHEREAS, there is a need to enhance the actual and direct use of the propertywhich has remained largely underutilized; WHEREAS, a pianned developmeut and disposition of the property is essential to maximize its land use - in terms of urban functions, social benefits, ."orroi, retums, environmental enhancement - and, at the same time, generate funds for the construction of a PNP Medical Plaza and other facilities for the benefit and welfare of the pNp personnel; WHEREAS, the promotion of the welfare of PNP persomel is one of the toppriorities of govemrnent; NOw, THEREFOR-E, I, JOSEPH EJERCTTO ESTRADA, president of the Republic of the Philippines, by virtue of the power vested in me by law, do hereby order the following: - ,.' SECTION 1. A portion not exceeding 5,000 square rneters of the undivided parcel of land otherwise known as Camp Panopio in Quezon City covered by TCT No.75f79, described in the attached plan approved by the Lands Manageme,i Bu.ea,., is hereby reserved as the site of the PNP Medical Plaza which shali ca-ter to the rnedicai needs of the PNP persounel to improve tireir health and welfare. SEC.2. For the proper development, utilization and disposition of the remaining area of 13,715 square meterS the beneficial ownership of whicir is vested in tlre PNP, and particularly for the purpose of realizing the PNP Medical Plaza project, the PNP may enter into such agreements andior joint undertakings with the Public Estates Authority and/or other govemment agencies and/or private sector entities, as may be allowed under existing laws. SilC. 4. All orders, rules and regulations which are inconsistent with this Proclariration are hereby repealed, amended or modified accordingly. SEC. 5.
