WHEREAS, a Treaty of Friendship betvieen the Republic of the and the State of Israel "Tas concluded and signed by their spective plenipotentiaries at IJcmila, Philippines, on February nty-sixth, nineteen hundred and fifty-eight; WHEREAS, the Senate of the Philippines, by its Resolution No. 19 opted on Jvlay 21, 1963; concurred in the ratification of said Treaty accordance with the Constitution; WHEREAS, the instruments of ratification of the said Treaty by two Governments were exchanged at Manila, Philippines, on December teenth, nineteen hundred and sixty-three; and vJHEREAS, it is stipulated in the Treaty that it shall enter into orce upon the exchange of ratification in accordance with Article VIII the Treaty; NOi'if, THEFEFORE, be it kno"m that I, DIOSDADO l1ACAPAGAL, President the Philippines; have caused the said Treaty, a certified co py of h in the English text is hereto attached, to be made public to the that ·· the same and every article and clause thereof may be observed fulfilled with good faith 'by the Republic of the Philippines and IN 'UTNESSvmEREOF, I have hereunto set my hand and caused the of the Republic of the Philippines to be affixed. i · TREATY OF FRIENDSHIP ,BE'UIJEEN .THE REPUBLIC OF THE PHILIPPINES AND THE STATE OF ISRAEL The Republic of the PhiliDDines and the State of Israel, desirous of strenghtening the bond of peace and the ties of friendship now happily existing between the two countries, by arrang f;ments designed to promote fJ'iendly intercourse between them, have decided to conclude 'a Treaty of Friend ship and, to that end, have appointed as their Plenipo tentiaries, The Republic of the Philippines: The Honorable Felixberto M. Serano Acting Secretary of the Department of Foreign Affairs The State of Israel: His Excellency Daniel Lewin ¥Iinister of the State , of Israel who, after communicating to each other their respective full powers, found in goo:i and due form, have agreed upon the foilowing Articles: ARTICIE I There shall be perpetual peace and firm and lasting friendship between the Republic of the Philippines and the State of Israel and between their people. ".,- " ARTICLE II Should any dispute arise b""t1treen the tvvo High Contrac ting Parties which cannot satisfactorily be adjusted by diplomacy', the Parties shall not use fer ce for settlement, but shall hav~ 'the dispute dealt with in accordance with provisions of the Charter of the United Nations. AHTICLE III Each High Contracting Party shall endeavor to ,?-ccredit to the other' , diplomatic representatives who, after having been recognized and accepted, shall enjoy, during the term o;f their respective missions, on the basis of recipro city, the riehts, privileges and immunities g0nerally re cognized umer international law arid usage.
'- 2 - ARTICLE IV Each of the High Contracting Parties shall have the right to send t o, and receive from, the other, Consuls General, Consuls, Vice Consuls, Consular Agents, and Honorary Consuls, who, after obtaining their exequaturs or any other mode of rec ognition, shall be permitted to reside in the territori es of the other , in such places as may be agreed uib6n by the High Contr acting Parties . Consul ar officers of ea ch of the High Contracting Par ties shall, aft er entering upon thoU. duties, enjoy reei 'procally in the tel;ritory of the other all the rights, privileges, exemptions andirnmunities which are a£:corded to officers of their status_ and r ank in accordance with the generally accepted principles of international law and usage. ARTICLE V ' The nation als of each of· the High Contracting Parties wi thin the territori es of the Other shall be permitted to enjoy recipr ocally the right to acquire, possess and dis pose of movable and immovable property, t o travel, to reside and t o engae;e in trade, industry and other peaceful and lawful pursuits, subject always to the Constitution, laws and regulati ons promulgated, or which may hereafter be promulgated, by the oth er . They shall, subject to the applicable laws and regulations, enjuy, in matters of pro cedure, the same trea tment as is accorded t o the nationals o'f the Other, with r espect t o the protection and security of their persons and property and in regard to all judicial, adniinistrative and other l egal proceedings. ARTICLE VI The High Contracting Parties agr ee to exchange gove rn ment publications" The manper of exchange and the entity or entities designated by each High Contr acting Party to receive the public ations of the Other shall be arranged by exchange of n otes. ARTICLE VII The High Contracting Par ties agree to conclude as soon as practicable Treat ies of - commerce and navigation, . consular ri~hts and privil eges , copyrights and patents, and extradition.
- 3 - ARTIClE VI!I This Treaty shall be subject to ratification by the High Contracting Parties in accordance i'lith their respect ive constitutional procedures. It shall enter into force .upon the exchange of ratification which shall take place at Nanila ., Philippines, as soon as possible , and shall thereafter remain in force unless and until terminated by either of the High Contracting Parties upon one year!s written notice.
