DECLARING MONDAY, MARCH 31, 2003, AS A SPECIAL DAY IN THE CITY OF SIPALAY, NEGROS OCCIDENTAL

WHEREAS, Monday, March 31, 2003, marks the 2™ Charter Day anniversary in the City of Sipalay, Negros Occidental;

WHEREAS, it is fitting that the people of the City of Sipalay be given full opportunity to celebrate this milestone in their City’s history with appropriate ceremonies.

NOW, THEREFORE, I, ALBERTO G. ROMULO, Executive Secretary, by order of Her Excellency, GLORIA MACAPAGAL-ARROYO, do hereby declare Monday, March 31, 2003, as a special day in the City of Sipalay, Negros Occidental.
