DESIGNATING AND DECLARING THE MUNICIPALITY OF LOS BANOS, LAGUNA AS A SPECIAL SCIENCE AND NATURE CITY OF THE PHILIPPINES

WHEREAS, the Municipality of Los Bafios, in its present state, is widely and universally recognized as a national and international center of learning in the various fields of human knowledge such as the arts, humanities, ecology, socio-economics and mostly notably science in its basic, natural ‘and applied forms;

WHEREAS, this state has evolved and been developed for over four score years or most of the. present century by an inexplorable accretion to and into the municipality by institutions and organizations engaged in either teaching of or research in science and tech- nology (S&T), so that these institutions and organizations numbering more than eighty at present and still growing;

WHEREAS, these institutions and organizations are mostly renowned both here and abroad, tested by time and society in teaching and research in various fields of S&T and for supporting the advancement of human knowledge in said fields;

WHEREAS, because of these evolvement and development, it has come to pass that the Municipality of Los Bafios has become unique in the nation and in the world as a center of science in a preserved environment of nature and verdure;

WHEREAS, this unique stature of this municipality, therefore, makes it high deserving to be designated as a SPECIAL SCIENCE AND NATURE CITY OF THE PHILIPPINES;

WHEREAS, these same evolvement and development have moved the people of Los Bafios to request then President Ferdinand E. Marcos to declare the Municipality as A SPECIAL UNIVERSITY ZONE, which was granted on 15 June 1979 by virtue of Letter of Instruction No. 883;

WHEREAS, the Municipality of Los Bafios was further declared as an AGRI- CULTURE, FORESTRY, AND LIFE SCIENCES COMMUNITY on 17 March 1982 by virtue of Executive Order No. 784 (Section 23);

WHEREAS, said presidential issuances have motivated the people of Los Bafios to further develop their municipality deserving of a higher status while preserving the ecology;

NOW, THEREFORE, I, JOSEPH EJERCITO ESTRADA, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby designate and declare the Municipality of Los Bafios as a SPECIAL SCIENCE AND NATURE CITY OF THE PHILIPPINES.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
