(TOPS), was earlier authorized uncier Proclamation No. 171, s. 1993, to conduct a national fund campaign for a period of one (1) year; WHEREAS, TOPS will again ccnduct a national cam- paign to raise tuna that will ultimately benefit under- privileged children and youth; WHEREAS, this national fund campaign by TOPS de- serves the wholehearted suPFort of all segments ofsociety; NOW, THEREFORE, I, FIDEL V.
