MALACANANG MANILA PMS LIBRARY BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 377 DECLARING MAY 13, 2003 A DAY OF NATIONAL REMEMBERING IN I OBSERVANCE OF THE DEATH CENTENARY OF APOLINARIO MABINI (May 13, 1903 -May 13, 2003) WHEREAS, the National Historical Institute is the government agency mandated to implement Republic Act No. 8491, otherwise known as "The Flag and Heraldic Code of the Philippines"; WHEREAS, pursuant to NHI Board Re$olution No.2, s. 2003, the National Historical Institute I1bs included the death centenaries of Filipino heroes as among th~ historical everits o(national significance, when the Philippine Flag should be Uown in all buildings and places at half mast as a sign of remembering; WHEREAS, it is most fitting and appropriate to set aside a day of national remembering to honor the death centenary of Apolinario Mabini (May 13, 1903 -May 13, 2003) who was left an enduring legacy to our people. NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare a day of remembering the centennial anniversary of the death of Apolinario Mabini on May 13, 2003. During this day, ]lags of all government buildings and installations throughout the country shall be flown at half mast. IN WITNESS WHEEOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
