MALACANANG RESIDENCE OF THE PRESIDENT OF THE PHILIPPINES MANILA BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION No. 378 DECLARING FRIDAY, APRIL 2, 1965, AS A SPECIAL PUBLIC HOLIDAY IN THE PROVINCES OF BULA­ CAN AND BATAAN. WHEREAS, the second day of April is the birthday or Francisco Balagtas, Prince of Filipino Poets; and WHEREAS, it is fitting and proper that the people of Bu­ lacan, his birthplace, and Bataan, where he lived and died, should be given full opportunity to celebrate his birthday; Now, THEREFORE, I, Diosdado Macapagal, President of the Philippines, by virtue· of the powers vested in me by Section 30 of the Revised Administrative Code, do hereby declare Friday, April 2, 1965, as a special public holiday in the provinces of Bulacan and Bataan.
