MALACAjqAN~ MANILA rAJ 1011 PROCLAMATION NO. - ESTABLISHING THE LON-OY WATERSHED AS WATERSHED FOREST RESERVATION FOR THE PURPOSE OF PROTECTING, MAINTAINING OR IMPROVING ITS WATER QUALITY AND YIELD FOR HUMAN CONSUMPTION, IRRIGATION, AND OTHER ECOLOGICALENHANCEMENT PURPOSES AND -PROVIDING FOR RESTRAINING MECHANISMS TO INAPPROPRIATE LAND USE/FOREST EXPLOITATION OF THE PARCEL OF LAND SITUATED IN THE BARANGAYS OF LON-OY, BAYABAS, BALBALAYANG AND SASABA. MUNICIPALITIES OF SAN GABRIEL AND SANTOL. PROVINCE OF LA UNION. ISLAND OF LUZON. PHILIPPINES WHEREAS, water supply and ecological enhancement of the LON-OY river catchment basin are indispensable to the socio- economic development and well-being of the Municipalities of Bacnotan, Bauang, San Fernando, San Juan and San Gabriel, Province of La Union, including its adjacent municipalities especially in ensuring adequate water supply for the envisioned industrial and tourism sites in the Northwestern Luzon Growth Quadrangle (NWLGQ) specifically those in La Union; WHEREAS, in order to ensure the adequacy and continuity of water supply of the upper reaches and tributaries of the creeks and river Channels in the said municipalities, the watersheds must be properly protected, developed, maintained and precluded from inappropliate forest land use/exploitation; WHEREAS, reserving the said parcel of forestland as watershed for human/domestice consumption, irrigation, and other ecological enhancement purposes is deemed for the utmost and long-term benefit of the people of Region I and in support to the country's push for a NIC-hood status at the turn of the century. NOW THEREFORE, I, FIDEL V. RAMOS, President of the Republic of the Philippines, upon the joint recommendation of the Secretary of the Department of Environment and Natural Resources, the Regional DevelQpment Council of Region I, and the Provincial Government of La Union, by virtue of the powers vested in me by the Constitution and subject to the operation of previous proclamations preserving any portion thereof for specific purposes, do hereby withdraw from entry. sale, disposition or settlement. and set aside as watershed tor human/ domesticf consumption, irrigation and other ecological enhancement purposes, the parcel of public domain located 2 in the Barangays of Lon-oy, Bayabas, Balbalayang and Sasaba, Municipalities of San Gabriel and Santol, Province of La Union, Island of Luzon which are specifically described and delineated as follows: From the BLLM No.1 of San Gabriel, La Union, it being N 750 22'4.59" E 9,437.74 meters to a point marked "corner 1" on the plan, a ridge N 720 W from the junction of Padanga and Lon-oy creek with a distance of 490 meters. The boundaries of the immedi::Ite watershed area of the Lon-oy Watershed Forest Reservation, San Gabriel, La Union as described above shall be subjected further to a precise survey on the greund jointly to be undertaken by the Forest Management Bureau of the Department of Environment and Natu.. al Resources and the Provincial Government of La Union to determine the exact area arJ.d location of its boundaries.
