A)I=-A/ 99 MAI~ACANAN(z M ANI LA PMS LIBRARY BY THE PRESIDENT OF THE PHJLIPPINES 38 PROCLAMATION NO DECLARING A STATE OF PUBLIC CALAMITY IN LAOAG CITY AND ~N THE MUNICI- PALITIES OF PAOAY AND PIDDIG, BOTH OF ILOCOS NORTE, AND CALASIAO AND STA. BARBARA, BOTH OF PANGASINAN, IN VIEW OF THE ADVERSE EF- FECTS OF TROPICAL STORM "ISANG." WHEREAS, the National Disaster Coordinating Council (NDCC) reo commends the declaration of a state of public calamity in the afore- said city and municipalities in view of the adverse effects of tropil storm !'Isang" in said areas; WHEREA$, initial reports received from the Regional Disaster Co. ordinating Council in Region I indicate that the abovementioned areas are the hardest hit, that I1ILISt of the areas are still underwater and damage to crops may be substantial, and that there are about 7,379 families or 37,349 persons affected; and WHEREAS, there is urgent rleed to declare a state of public calamity to facilitate the provision of appropriate rehabilitation measures and assistance normally extended by the concerned agencies, pflrticularly the Department ,of Social Welfare and Development, Department of Agriculture, Philipl,ine National Red Cross, etc., to the affected areas. NOW. THEREFORE. I. FIDEL V. RAMOS. President of the Phil ippirles. by virtue of the powers vested in me by law. do hereby de\lare a state of plJblic calamity in Laoag City and in the Municipalities of Paoay arId Piddig. both of Ilocos Norte. and Calasiao and Sta. Barbara. bo1:h of Pangasinan. All departments and other government agencies corlcerned are hereby directed to implement and execute relief and rehabilitation work in accordance with existing operational plans and directives arId orders issued in corlnection with calamities.
