BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 383 DECLARING GINAW BILOG AS NATIONAL LIVING TREASURE FOR 1993 WHEREAS, the Constitution provides for State patronage of arts and letters; WHEREAS, the category known as National Living Treasurewas created under Republic Act No. 7355, dated July 22,1991; WHEREAS, this act shall mean a citizen or a group of citizens engaged in any traditional art uniquely Filipino, whose distinctive skills have reached such a high level of technical and artistic excellence and have been passed on and widely practiced by the present generation in his/her community with the same degree of technical and artisticcompetence; WHEREAS, Ginaw Bilog of the Hanunoo Mangyan cultural community in the province of Oriental Mindoro has been faithfully preserving the Mangyan script and poetry by writing it on bamboo, and by promoting it in every occasion, so that this art will not be lost, but will be preserved forposterity; NOW, THEREFORE, I, FIDEL V. RAMOS, President of thePhilippines, by virtue of the powers vested in me by law, and upon recommendation of the National Commission for Culture and the Arts, and pursuant to Republic Act No. 7355, do hereby declare Ginaw Bilog as National Living Treasure for 1993. IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to beaffixed.
