WHERMAS, the promotion of civil liberties assures the translation inte reality of "a regime of juctice, liberty ami democracy";

WHEREAS, respect for and ohservence of civil liberties constitute one’ of the glorious traditions of our people; and

WHEREAS, it is fitting and proper thet the Pilisinos be | given full opportunity te celebrate Civil Liberties Day With appropriate ceremonies to assure that its import and Significance be more fully apprecisted;
