MALACANANG RESIDENCE OF THE PRESIDENT OF 'l'HE PHILIPPINES MANILA BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION No. 417 DECLARING FRIDAY, JULY 23, 1965, AS A SPECIAL PUBLIC HOLIDAY IN THE PROVINCE OF BA TANGAS AND, LIPA C1TY. WHEREAS, Apolinario Mabini, one of our greatest pa triots, was born in Tanauan, Batangas, on July 23, 1864; and WHEREAS, the people of Batangas should be given ample opportunity to celebrate the birthday of the "Sublime Paralytic" ; Now, THEREFORE, I, Diosdado Macapagal, President of the Philippines, pursuant to the authority vested in me by Section 30 of the Revised Administrative Code, do hereby declare Friday, July 23, 1965, as a special public holiday in the province of Batangas and :t;.,ipa City.
