MALACANANG RESIDENCE OF THE PRESIDENT OF THE PHILIPPINES MANILA BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION No. 420 DECLARING WEDNESDAY, JULY 21,1965, AS A SPE­ CIAL PUBLIC HOLIDAY IN THE MUNICIPALITY OF SAN FABIAN, PANGASINAN. WHEREAS, the birthday anniversary of the late Juan Al­ vear; statesman, educator, member of the First Philippine Assembly and former Governor of Pangasinan falls on July 21, 1965 and WHEREAS, the people of San Fabian, Pangasinan, his birthplace, should be given an opportunity to celebrate the occasion with fitting ceremonies; Now, THEREFORE, I, Diosdado Macapagal, President of the Philippines, do hereby declare Wednesday, July 21, 1965, as a special public holiday in the Municipality of San Fabian, Pangasinan.
