• MALACANANManila MFA) 11i.f4 BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO.426 DECLARING JULY 15, 1994, AS A SPECIAL CORDILLERA ADMINISTRATIVE REGION DAY IN THE WHEREAS, on July 15, 1989, Executive Order No. 220 created the Cordillera Administrative Region comprisingAbra, Benguet, Ifugao, Kalinga-Appyao, Mountain Pro-vince, and the City of Baguioi WHEREAS, on this historic day, the Cordillera people secured their demands for administrative decen-tralization, which they have been struggling to achieve for more than half a century; WHEREAS, there is a need to focus attention on the historic significance of the cccasion; NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by Book I, Chapter 7, Section 27, of the Administra- tive Code of 1987, do hereby declare Friday, July 15, 1994, as a special day in the Cordillera AdministrativeRegion.
