BY THE pmENT OF THE PHlLIPPINFS PROCLAMATION NO. 438 DECLARING APO ISLAND AND ITS SURROUNDING WATERS SITU A TED WITHIN THE MUNICIPALITY OF ZAMBOANGUIT A, PROVINCE OF NEGROS ORIENTAL AS PROTECTED LANDSCAPE/SEASCAPE. Upon the recommendation of the Secretary, Department of Environment and Natural Resources and pursuant to the authority vested in me by law, I, FIDEL V. RAMOS, President of the Philippines, do hereby reselve, for the benefit and enjoyment of the people of the Philippines, and in order to protect the area from all destructive activities, the Apo Island and its suiTounding waters as Protected Landscape/Seascape situated within the municipality of Zamboanguita, Province of Negros Oriental, subject to private rights if any there be, with geographic coordinates as follows: From Pt, g04'36"N latitude, 123°15'27"E longitude Pt. 2 9°5'23"N latitude, 123°15'40"£ longitude to Pt. 3 9°5'36"N latitude, 123°16'09"E longitude to Pt. 4 9°5'17"N latitude, 123°16'49"E longitude to Pt: 5 9°4'39"N latitude, 123°17'01"E longitude to Pt. 6 g04'O5"N latitude, 123°16'37"E longitude to Pt. 7 90]'4l"N latitude, l23°l6'Ol"E longitude to Pt. 8 9°4 'O2"N latitude, 123°15'33"E longitude to Pt. 1 9°4'36"N latitude, 123°15'27"£ longitude to containing an area of 691.45 hectares more or less as marine protected area. The area shall be known as "Apo Island Protected Landscape/Seascape" and shall be under the administration and control of the Department of Environment and Natural Resources in coordination with the local government units pursuant to Republic Act No. 7586 (NIP AS Act of 1992). The area is established and reserved for the purpose of protecting and conserving the ecological, scientific, educational, economic and recreational values of the area. Sustainable development of the area shall be pursued to address the social and economic needs of the local communities without causing adverse impact on the environmemt. l The destruction of the coral reef ecosystem or the conduct of other activities which could disturb or destroy this ecosystem and the resources found therein are hereby prohibited.
