}4p'N !l~' MALACANAN G MANILA BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 451 DECLARING WEDNESDAY, AUGUST 31, 1994, AS A SPECIAL DAY IN THE PROVINCE OF ZAMBALES AND IN THE CITY OF OLONGAPO WHEREAS, the 87th birth anniversary of the late President Ramon Magsaysay falls on August 31, 1994; WHEREAS, all throughout the many years that he served ourpeople, President Magsaysay proved himself an earnest defender of the common man, dedicated himself to the improvement of the public service and worked vigorously for the advancement of the Republic; WHEREAS, it is but fitting and proper that, at least, the people of his birthplace be afforded full opportunity to celebrate his birthday with appropriate ceremonies; NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by Book I, Chapter 7, Section.27 of the Administrative Code of 1987, do hereby declare Wednesday, August 31,1994, as a special day in the Province of Zambales and in the City of Olongapo.
