f4rN !;2.,r-7 MALACANANG MANILA BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO.452 DECLARING THE SECOND WEEK OF NATIONAL MENTAL HEALTH WEEK OCTOBER OF EVERY YEAR AS WHEREAS, Proclamation No. 432, dated August 12, 1957, declared every third week of January as National Mental HealthWeek; WHEREAS, the First World Mental Health Day's celebration has triggered more active international eommunications, which lead to a stronger cooperation worldwide among the participating organizations; WHEREAS, a synchronized worldwide celebration will get more public attention and support for mental health work; and WHEREAS, it has become expedient to be more in accord with the celebration of the World Mental Health Day to change the date of celebration of t.he National Mental Health week; NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the second week of October of every year as National Mental Health Week under the auspices of the Philippine Mental Health Association.
