AS A SPECIAL DAY IN THE CITY OF MANDAUE WHEREAS, Tues-day I August 304- 1994.. marks the Charter Day of Mandaue City; WHEREAS, there is a need to focu~ public attention on the accomplishments and progress of the City so as to stimulate the interest, coopeLation. and paLticipatiQ~ of the residents therein; NOW, THEREFORE, I, FIDEL Y.
