MALACM1 AN G Manila BY THE PRESIDENT Of THE PHILIPPINES PROCLAMATION NO, 460 DECLARING A STATE OF CALAMITY IN THE CITY OF CAVITE AND IN THE MUNICIPALITIES OF NArc AND TERNATE, PROVINCE OF CAVITE, ADVERSELY AFfECTED BY RED TIDE Upon recommendation of Secretay Renato S. de Villa ofNational Defense as Chairman of the National Disaster Coordinating Council and puruant to the powers vested in me by law, I, FIDEL V. MMOS., Presid.e.nt of the Philippines, do hereby declare a state f calamity in the City of Cavite and in the Municip.alitis of Naic and Ternate, Province of Cavite, adversely affected by red tide infestation. /' All departments and other government agencies concerned are hereby directed to implment and execute relief and rehabilitation wok in accordance with existing oprational plans and directives and orders issued in connection withcalamities. The local go.veLnment units concernd should set aside five per cent (5%) of their annual budgts as reserve for disaster operations. The declaration of a state of calamity will authorize the same LGUs to utilie their own calamity funds for the initial operation. IN WITNESS WHERE;OF, caused the seal of theaffixed.
