, MALACANAN~ Manila fv1 FtJ 1.'2 t>q BX THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 461 DECLARING THE FIRST WEEK OF SEPTEMBER OF EVERY YEAR AS NATIONAL CRIME PREVENTION WEEK THE WHEREAS, crime prvention and suppression is a priority concern of the present administration and should likewise be of everr citizen; WHEREAS, there exists a need to adopt a total approach in combatting criminality with the active participation of the five pillars of the crimina'l justice system requiring the: evolvement and intenified implementation of projects and activities by different sectors of society; wr1EREAS , the re is a vita 1 need to f.ocus pub 1 i~ tion on the importance of crime prevention; atten- WHEREAS, the observance of National Crime PreventionWeek will generate community awarenes's and apreciation of the importance and value of crime prevention and fostE.r in- terest and particiation of the gneral publici WHEREAS, there is a need for overall coordination of the different government agencies to ensure the success of the various programs to be undertaken during the National Crime' Prevention Week; NOw, ,THEREFORE, I, FIDEL V. RAMOS, President ofthe Philippines, by virtue of the powers ve-sted in ..me bylaw, do hereby declare the first week of September of everyyear as the National Crime Prevention Week under the auspices' of the National Pol ice Commj_ssion. The Department of the Interior and Local Government shall be the le.ad agency in drawing up plans, pros-rams, and activities with the active invo::vement of the Department ofEducation, Culture and Sports, the National Police Commis-sion, the Peace and Order Councils, the Office of the pressSecretary, and the Public Information Agency, in theobservance of National Crime Prevention Wf?;ek.
