MATION NO. 423 DATED JULY 12, 1957, WHICH ESTABLISHED THE MILITARY RESERVATION KNOWN AS ORT WILLIAM MCKINLEY (NOW FORT ANDRES BONIFACIO), SITUATED IN THE MUNICIPALITIES OF PASIG, TAGIG AND PA­ RA:&AQUE;PROVINCE OF RIZAL, AND P ASAY CITY, A CERTAIN PORTION OF LAND EM­ BRACED THEREIN, SITUATED IN THE MUNIQ­ IPALITY OF TAGIG, PROVINCE OF RIZAL"AND DECLARING THE SAME AS AFP EM'S VILLAGE TO BE DISPOSED OF UNDER THE PROVISIONS' OF REPUBLIC ACTS NOS. 274 AND 730. " Upon the reommendaion of the Secretary of Agricul­ ture and Natural Resources and pursuant to theauthoiity, vested in me by law, I, DIOSDADO MACAP AGAL, Pres­ ident of the Philippines, do hereby exclude from the operation of ProClamation No. 423 dated July 12, 1957, which established the military 'reservation known as Fort WiIIiamMckinley (now Fort' Andres Bonifacio), situated in 'the municipalities of' Pasig Tagig and Paranaque, . Province cif Rizal, and Pasay' City, Island of Luzon, a cert'airi,:portion of land embraced 'therein, situated in the MunIcipality of Tagig, Province of Rizal, and declare the san:ie as AFP EM's ViII age to be disposed of under the provisloiis of Republic Acts Nos. 27 4 nQ 730 in relation to the prOVISIOns of the Public Land Act, which portion (subject to actual survey) is more particularly described 'as follows: A portion of Parcel 3 of plan Psu. 2031 of Fort William Mckinley (Fort Andres Bonifacio) situated in the Municipality of Tagig Province of Rizal. Except in favor of the Government or any of its bTanches or agencies, al1, lands disposed of miderthis proclamationshal1', not be subject to alienation and;"eIl­ cumbrance for a term of ten (10) years from the issuance of title in case of, sale, or execution of contract ill case of lease, nor shall they become Hable to the satisfactfon of any debt contracted p1"ior .to the expiration of said period; but the improvements' on the land may be mort-; gaged to qualified persons, ass()ciatiolls or corporations. No alienation, transfer or conveyance of any land covered by this, ,proclamation after ten (10) years andheiore twenty-five (25) years after issuance of title shall be vali(l without the approval of the Secretary of Agriculture and Natural Resources, which approval shall not be denied except on 'constitutional and legal grounds.
