MAKABULOS DAY" IN THE PROVINCE OF TARLAC WHEREAS I. the seventeenth day of September is the birth- day of the late General Francisco S. Makabulos, recognizedas one of the illustrious revolutionary leaders from the Province of Tarlac; and . WHEREAS, the residents of the Province of Tarlac desireto celebrate his.birthday with appropriate ceremonies; NOW, THEREFORE, I, FIDEL V. RAMOS, President of thePhilippines, by virtue of the powers vested, in me by law, do hereby" declare Thursday, September 17, 1992, as "General Francisco S.
