MALACANANG RESIDENCE OF THE PRESIDENT OF THE PHILIPPINES MANILA BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION No. 474 MAKING PUBLIC THE TREATY OF FRIENDSHIP AND CULTURAL RELATIONS BETWEEN THE REPUBLIC OF THE PHILIPPINES AND THE REPUBLIC OF ARGENTINA. WHEREAS, a Treaty of Friendship and Cultural Relations bet-ween the Republic of the Philippines and the Republic of Argentina was concluded and signed by their respective plenipotentiaries in the City of Buenos Aires, Republic of Argentina, on the twelfth day of February, 1960; WHEREAS, the Senate of the Philippines, by its Reso­ lution No. 48 adopted on ]'[ay 21, 1964, concurred in the ratification of said Treaty pursuant to the Constitution of the Philippines; WHEREAS, the propel' instruments of ratification of the said Treaty "V ere duly exchanged at Manila, Philippines, on the twenty-fifth day of March, 1965; and WHEREAS, Article XIV of the Treaty stipulates that the same shall enTel' into force upon the exchange of the instru­ ments of ratifications; Now, THEREFORE, be it Imovvn that I, Diosdado Maca­ pagal, President of the Philippines, have caused the said Treaty, a certified copy of which in the English text is hereto attached, to be made public to the end that the same and evel'y article and clause thereof may be observed and fulfilled in good faith by the Republic of the Philip­ pines and the citizens thereof. In witness whereof, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
