PROCLAMATION NO. 474 DECLARING THE MONTH OF OCTOBER 2003 AS TOASTMASTERS MONTH

WHEREAS, TOASTMASTERS INTERNATIONAL is an international non-profit organization founded in October, 1924, and is dedicated to making its members better communicators and leaders for society;

WHEREAS, PHILIPPINE TOASTMASTERS, known as DISTRICT 75, in coordination with the rest of the districts worldwide, celebrates Toastmasters Month annually to commemorate its anniversary and to further propagate the mission of the organization;

WHEREAS, there is an urgent need to develop the communication and leadership skills of Filipinos to enhance our competitiveness nationally and internationally.

NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the month of October 2003 as Toastmasters Month.

I call upon all agencies of the government, professional, civic, and religious organizations, and the mass media to extend their wholehearted cooperation and support to the Philippines Toastmasters in this laudable effort. of making the Filipino a better thinker, listener and speaker.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
