BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 487 DECLARING NE PERIOD FROM 1990 TO 2000 AS THE DECADE OF PEACE

WHEREAS, Article I1, Section 5 of the Constitution declares, (hat: .

"The maintenance of peace and order, the protection of life, liberty and pro- perty, and the promotion of the general welfare are essential for the enjoyment ly all the people of the blessings of democracy";

WHBREAS, there is a need to emphasize the Constitutional principle hy declaring the Decade from 1990 to 2000 as the becade of l'eace, so “Je]ssential for the enjoyment by all the people of the blessings of democracy";

NOW, THEREFORE, 1, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do

hereby declare the period from 1990 to 2000 as the Decade of Peace.

s 1 call upon all citizens and residents of the Philippines, regardless of race or creed, to dedicate themselves to the

common cause of peace, and to prepare our country for the challenges of the Decade.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.

Done in the City of Manila, this 13th day of fovember, in the year of Our Lord, nineteen hundred and eighty-nine.
