MALACANAN~ Manila BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 504 PROCLAMATION DEeLARING A STATE OF PUBLIC CALAMITY IN THE MUNICIPALIT'f OF TAPAZ, CAPIZ, ADVERSELY AFFECTED BY RAT INFESTATION Upon recommendation of Secrtary Renato S. de 7illa of National Defence as Chairman of th National Disaster Coordinating Council and pursuant to the powers vested in me by law, I, FIDEL V. RAMOS, President of the Philippines, do hereby declare a state of calamity in the Municipality ofTapaz, Capiz, adversely affected by rat infestation. ~ All department.s and other government agencies concerned are hereby directed to implement and execute relief and rehabilitation work in accordance with existing operational plans and directives and orders issued in connection withcalamities. The local government units concerned should set aside five per cent (5%) of thejr annual budgets as reserve for disaster operations. The declaration of a state of calamitywill authorize the. same LGUs to utilize their own calamity funds for the initial operations.
