PINATUBO ERUPTION, WHERF.AS, .tpe eruption of Mt. Pinatubo has brought unprecedented and massive destruction to most of Central Luzon,caused. the:loss of many lives, displaced residents resulting in refugees never before seen in Philippine history, caused the lossof livelihood and brought misery to many of our countrymen, thus requiring largescale rehabilitation of Central Luzon, immediaterelief for the homeless, establishment of resettlement centers and repair of damaged infrastructure and construction of newones; WHEREAS, the Philippine Charity Sweepstakes Office createdunder Republic Act No. 1169 as amended by B.P. BIg. 42 and P.o.No. 1157 is mandated by law to be the principal government agency for raising and providing funds to meet public calamities such as the Mt. pinatubo eruption; mI, in raising the necessary charity funds the Philippine Charity Sweepstakes Office is authorized to hold and conduct charity sweepstakes races, lotteries, and other similaractivities, in such frequency and manner, as shall be determined, and subject to such rules and regulations as shall be promulgated by its Board o.f Directors; WHEREAS, the Philippine Charity Sweepstakes Office has schetluled a Special Lottery Draw on October 22, 1992, in response to the Presidential Directive addressed to all Governmentagencies "to raise funds for the relief and rehabilitationefforts for the victims of the Mt. Pinatubo eruption"; MIEREAS, this fund-raising project can onlythrough the support and cooperation of the public; be achieved NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Republicof the Philippines, by virtue of the powers vested in me by law, do hereby exhort all citizens, business enterprises, civic and charitable associati,ons, private and government workers, to support the Philippine Charity Sweepstakes Office Special Lottery Draw scheduled on October 22, 1992 to raise funds for the relief and rehabilitation efforts for the victims of the Mt. Pinatuboeruption.
