WHEREAS, Thursday, February |8, 1990, marks the 100th birth anniversary of the late Senator Claro M, Recto;

WHEREAS, under Proclamation |No, 463 dated September 12, 1989, the year 1990 was declared as Claro M, Recto centennial year in consonance wilth the Decade on Filipino

WHEREAS, in Kapasiyahan Blg,| 24 of the Sangguniang Panlalawigan of Quezon, Februar 8, 1990 was sought to be declared as a non-working holiday in_the Province of Quezon;

NOW, THEREFORE, I, CORAZON CG. AQUINO, President of the Philippines, by virtue of the powers vested in me by law do hereby declare Thursday, February $, 1990 as "Claro M, Recto Day" in the Province of Quezon, | The day shall be a non- working special day,
