MALACANANG; MANILA BY nIE PRESmENT OF nIE PffiLIPPINES PROCLAMAllON NO. -5.n DECLARING JANUARY 1, 1995 TO DECEMBER 31, 2005 AS PIllLIPPINE ENVIRONMENT DE CAD E WHEREAS, enwonmental conservation through sustainable development has taken the forefront in the long-tenn socio-economic and political agenda of the United Nation..q as articulated in AGENDA 21 and the Rio Declaration; WHEREAS, the nations of Southeast Asia have indiv~'.1uany adopted sustainable development as their development strategy, and have likewise jointly pursued the promotion of this strategy through the Association of Southeast Asian Nations (ASEAN); WHEREAS, to fw1her promote sustainable development, the ASEAN Ministers of the Environment have proclaimed calendar year 1995 as ASEAN Environment Year during their recent meeting in Bandar Seri Begawan, Bnmei Darussalam; WHEREAS, the Philippines, by virtue of its Chainnanship, through the Department of Environment and Natural ResoW"ces (DENR), of the ASEAN Senior Officials for the Environment (ASOEN) has been tasked with taking the lead in promoting the ASEAN environment agenda, including the ASEAN Environment Year; WHEREAS, there is a need to raise environment consciousness especially among the Filipino youth; NOW, nIEREFORE, I, FmEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by the Constitution and by law, do hereby order: Section 1. The decade 1995-2005 is hereby proclaimed in the Philippines as Philippine Emironment Decade. Section 2. Calendar Year 1995 is aJso hereby proclaimed Philippines -ASEAN Environment Year (P AEY) in consonance mth the ASEAN Environment Year celebration. Section 3. The Department of Environment and Natural Resourcee (DENR) is hereby directed to act as the coordinating agency for all local activities concerning the decade and P AEY . " The DENR, in coordination with the ASEAN Desk of the Department of Foreign Affairs shall also act as coordinator for P AEY activities of the Philippines with other member nations of ASEAN, by virtue of its chairntanship of ASOEN. The DENR is further directed to promote P AEY acti/ities in other government offices and agencies and encourage the participation of non-governmental organizations and other private groups in P AEY. Section 3. All other government offices, agencies and corporations shall actively participate in P AEY activities where appropriate for their respective institutions and mandates. DENR and all government offices, agencies and corporations shall also include the P AEY logo in all pubt\cations and notices for local and international release for the duration of P AEY, as well as prominently display the PY logo in their premises as well as in events undertaken by such institutions. ~ day of January, in the year of Our Lord, DONE in the City of Manila, this nineteen hundred ninety-five.
