WHEREAS, the Speaker of the l{ouse of Representatives has certified that a vaeancy exists in the fourth rePresentative district of the Province of lloilo and in the first representative di.strict of the Province of Leyte; NOW, THEREFORE, by virtue of the authorlty conferred upon rne by Section 20 of Republic Act No. l8O, known as the Revised Election Code, I, MANUEL ROXAS, President of the Philippines, hereby issue this proclarnation and 6:a11 a special election to take place on Tuesday, the 23rd day of March, 1948, in the fourth representative district of the Province of Iloilo and in the first representative district of tle Province of Leyte for the purpose of electing the rnernbers who are to fill the unexpired portion of the terrns of the existing vacancies in the House of Represerrtatives. The provisions of the Revised Election Code insofar as they are appticable shall be follorxred in the conduet of the special election herein called.
