  • MALACANAN~ Manila ,. l:r:z tU P/\ BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 548 APPROVING A POLICY ON CONVERGENCE AND IT.S OPBRATIOHAL%ZATION THRO!JGH THE COORDINATED ACTION OF T8B AGENCIES' TECHNICAL ACTION OPFICERS WHEREAS, the Social Reform Agenda (SRA) is implemented along both a sectoral focus and a geographical focus to maximiz~ bcth government resources and the Flagship Programs'impact; . WdBREAS, there is a need to further define the go-Jernments specific focal points within these nineteen (19) priority provinces to effect a convergence of interventionsand services that'- will bring about the desired iIlaximum impact of the SRA Flagship Programs; .SECTrON 1. Convergence shall be defined. as the focusing of resources, services and inteentionS.by Social Reform Agenda Flagship Programs and other agenci~~/entities on specific target families and communities; . SEC. 2. All Flagship Programs:. where deed appropriate, shall address the neds of the Basic- S.ectors l.n the following convergel1t areas especially in: the nineteen (19)provinces and other priority geographicareas:- a Farmers and landless agriculturalAgrarian Reform Communities (ARCs); in workers the b. and of lakes Fisherfolk in priority bays Department of Agriculture; Indigenous peoples within areas covered by Certificates of Ancestral Domain Clai\ns (CADCs) i c Urban poor and workers in the iforrnal sector in urban areas, resettlement sites and growth centers; d. Victims of disasters in resettlemant sites; and, e Comprehensi"ve and services (CIDSS) the Social f Basic Sectors within Integrated Delivery ofareas. SEC. 3. The Minimum Basic Needs (MBN) approach to impro'Jed quality of life shall pe adopted as the strategy forconvergence. SEC. 4. The process of convergence shall provide for multi-level, multi-sectoral and interagency coord"ination and consultation. The Flagship Champions and concerned heads of govement agencies shall instruct their respective Technical Action Officers to coordinate in the implementation of this policy of convergence.
